Choose Portugal for surfing, wine, city breaks (Lisbon, Porto), and a more temperate climate. Choose Greece for island hopping, warmer swimming, and ancient ruins. Both offer outstanding value. If you can, visit both — a Lisbon-to-Athens route through southern Europe is one of the continent's great journeys.
